In accordance with the Accessibility of Websites and Mobile Applications Act, the Bled Culture Institute website will be updated and enhanced to ensure maximum accessibility to published documents and content for all users.

Bled Culture Institute assesses that adapting the entire content (such as translating into sign language, providing subtitles, or other necessary adjustments compliant with the Accessibility of Websites and Mobile Applications Act) would lead to significant financial implications due to the extensive scope of the content. Additionally, in its assessment of disproportionate burden, Bled Culture Institute has considered significant financial impacts, its internal organization, and the nature of its activities. Thus, it proceeds in accordance with the Accessibility of Websites and Mobile Applications Act, which allows for exceptions based on such assessments of disproportionate burden and as indicated in this Accessibility Statement.

Inaccessible content includes:

1.Scanned documents in PDF format are digital versions of physical documents that have been scanned and saved as PDFs. One common issue is that scanned documents are not always fully readable, particularly if the scanning quality is poor.

2.Videos are among the most popular methods of sharing information. However, problems may arise when videos lack subtitles or optimized playback controls. This can make it difficult for hearing-impaired or visually-impaired users to use these videos. Additionally, videos hosted by external services like YouTube may be inaccessible due to service outages or internet connectivity issues.

3.Certain content imported from social networks (Facebook and Instagram) may present accessibility issues if the content is incomplete. For example, there might be missing textual alternatives for images, or use of English expressions that not all users understand, which can complicate content usability for individuals with disabilities.

4. Certain content lacking visible focus indicators, which help users with disabilities better track mouse movements and execute commands. The absence of visible focus indicators may hinder users who rely on screen readers or other assistive technologies.

5. Opening a new tab or window without prior notification can surprise users and disrupt their work on the current page, particularly posing issues for users relying on screen readers or other assistive technologies.

6. Links are an important element of a website and must be properly formatted with clear descriptive text indicating the link's destination. If the same link serves multiple purposes, it is essential to maintain consistent descriptive text, as varying descriptions can lead to confusion and reduced accessibility.

7. Elements without semantic labels can lead to confusion among users who depend on these labels for navigation. Such elements may also negatively impact search engine optimization.

8. Elements without adequate color contrast: Proper color contrast is critical for website accessibility, as it helps users differentiate elements and improves readability. Inadequate contrast can merge elements and text, making them difficult to read, particularly for users with visual impairments or color blindness.

9. The 'alt' attribute for images provides descriptions critical for users unable to view images. Using a foreign language in the 'alt' attribute makes understanding difficult for non-speakers of that language. Furthermore, this can negatively affect SEO by causing incorrect interpretations by search engines. Therefore, the 'alt' attribute should use language understandable to the target audience.

10. Excessive content elements: Too many elements on a webpage can hinder navigation and degrade user experience, also potentially slowing page loading speeds, negatively impacting search engine rankings. Thus, it is important to use only necessary elements for content presentation.

11. Multiple elements containing headings: Using multiple elements that contain headings can complicate understanding the webpage's structure and reduce user experience. This also negatively affects search engine optimization by misrepresenting content hierarchy. It is advisable to use only one primary heading element per webpage that clearly represents the main content.

12. Links and elements without descriptive text: Links and other elements lacking descriptive text may cause confusion about their purpose, leading to frustration, decreased conversions, and higher bounce rates. Therefore, it is crucial to use descriptive text that clearly explains the link's destination and outcome upon interaction.

13. Missing skip links: These refer to the absence of links that allow users to bypass lengthy or repetitive content. Such links are essential for users who have reading difficulties, visual impairments, or use assistive reading technologies.

14. Well-organized website navigation is crucial to enable easy content access. Skip navigation can be implemented via links like "Skip to content" or "Skip to main content," allowing users to quickly bypass repetitive elements such as navigation menus, headers, or logos, and move swiftly through pages.

Request information not published in accessible formats due to a disproportionate burden assessment according to Article 6.

Responses will be provided within eight days of receiving the notification or request. If an appropriate response cannot be provided within this period, users will be informed of the reasons for the delay and when the response will be delivered.
